Helping Establish a Presence in Congress
CHALLENGE: When a regional trade association for consumer-owned utilities decided it wanted to play a more active role in influencing decisions of importance to its membership in Congress, it wasn’t sure how increase its profile on the Hill. While the organization’s collective membership had a wealth of knowledge and experience to lend to Congressional offices seeking input on federal legislation, it needed to let Congress know it was an available resource.
SOLUTION: Recognizing the impact of federal actions on its member utilities, the Northwest Public Power Association (NWPPA) enlisted the assistance of SMLC to reach out to the Western Congressional delegation to raise the association’s profile. Through positive messaging, regular contact, relationship building and organization of its capabilities, NWPPA worked to establish itself as a “welcome resource” to Congressional offices.
SUCCESS: With SMLC’s support, NWPPA has become a known entity on the Hill. Now, Congressional offices regularly seek guidance from NWPPA on energy related letters, draft legislative language, legislation, and votes. NWPPA and its members have even been asked to testify before Congress on several occasions – a first for this organization.
